About the GEPEA Doctoral College in Craiova-Romania

The GEPEA Doctoral College in Craiova-Romania (GDC) was established through the Consjurmedia Society and based on the decision of the GLOBAL EDUCATIONAL & PROFESSIONAL EXCELLENCE ACADEMY (GEPEA), from December 2024. It is an autonomous entity under the subordination of GEPEA. Its purpose is to coordinate the activities within the doctoral studies in collaboration with the responsible director of the college. The college guarantees the unity of the doctoral studies, provides an adequate framework for the interdisciplinary approach of the doctoral studies and facilitates communication between universities. The college is led by a Council formed by academic staff with national and international recognition, who are doctoral supervisors. The members of the Council are approved by the GEPEA Senate. The administrative activities of the doctoral programs are carried out by the management of the GEPEA Doctoral College in Craiova-Romania.

Organization of Doctoral Studies

 

Doctoral studies represent the third cycle of studies offered by GEPEA Doctoral College in Craiova-Romania to expand knowledge through one’s own scientific research. These will allow obtaining a level 8 qualification according to the European Qualifications Framework and the National Qualifications Framework. Doctoral studies are organized by GEPEA Doctoral College according to the provisions of the GLOBAL EDUCATIONAL & PROFESSIONAL EXCELLENCE ACADEMY and comply with the Code of Doctoral Studies of 2011 issued by the Government of Romania Doctoral studies are organized in an online system or Distance Learning in accordance with the provisions of the GEPEA Doctoral College regulation.

Doctoral study programs are organized with a fee or based on other legally established sources.

There are two types of doctoral study programs:

  1. Scientific Doctorate – According to the Romanian Higher Education Law 199/2023, amended by Emergency Ordinance 95/28 June 2024, and Ministerial Order 3020/2024 – is a prerequisite for a professional career in higher education and research. The doctorate title is granted or not based on the doctoral thesis and its public defence.
  2. Professional Doctorate – According to the Higher Education Law 199/2023, amended by Emergency Ordinance 95/28 June 2024, and Ministerial Order 3020/2024 – constitutes a basis for a professional career in higher education and research in the respective fields. The doctorate title is granted or not based on the doctoral thesis and its public defence.

Doctoral studies are carried out on the basis of a contract signed by the doctoral student, his/her doctoral supervisor and the legal representative of the GEPEA Doctoral College Doctoral studies may be interrupted for medical reasons, maternity leave and other exceptional reasons. The cumulative duration of all interruption periods is no more than 6 academic semesters. Interruptions are approved by the director of the doctoral college at the request of the doctoral student with the consent of the doctoral supervisor.

 

Admission to Doctoral Studies

Admission to doctoral studies is based on a file competition organized by GLOBAL EDUCATIONAL & PROFESSIONAL EXCELLENCE ACADEMY through GEPEA Doctoral College in Craiova-Romania. The annual competition takes place before the start of the academic year or under other special conditions. Holders of a master’s degree or an equivalent diploma have the right to participate in the admission competition. When registering for the admission competition, the doctoral student chooses a doctoral supervisor from the list presented by GEPEA Doctoral College. The doctoral supervisor will coordinate the doctoral students based on the certificate issued by GLOBAL EDUCATIONAL & PROFESSIONAL EXCELLENCE ACADEMY. During the doctoral internship, the doctoral student is also supported by co-supervisors. The doctoral admission competition includes at least two tests:

– presentation of the thesis structure by chapters and bibliography;

– interview to analyze the scientific activities and the proposed topic for the doctoral thesis.

 

Advanced Academic Studies Training Program

This program develops the knowledge of the doctoral student and ensures the conditions for carrying out scientific research activities and for the transmission of specific advanced skills. Within this program, the doctoral student participates in the activities of 3-4 doctoral courses in the first year of doctoral studies, courses proposed by the doctoral supervisor and the doctoral student, found within the Doctoral College.

Each course taken by the doctoral student will end with the assessment and award of qualifiers.

 

Individual Scientific Research Program

This program aims to develop a doctoral thesis. The program is planned for the entire period of doctoral studies. The doctoral supervisor is responsible for the structure, content, organization and implementation of the individual scientific research program. The program provides for the participation of the doctoral student in one or more scientific projects established by the doctoral supervisor. The program includes 3 oral presentations before the doctoral supervisor and the advisory committee:

– in the first year of doctoral studies, the doctoral student presents the scientific research project for the development of the doctoral thesis;

– in the second and third years, the doctoral student presents research reports or papers with his progress in scientific research and the results of this activity.

After each presentation, an official report will be issued and the main observations and recommendations made by the doctoral supervisor and the members of the advisory committee are recorded. Procedure for presenting the oral report in the online system – the doctoral student presents the papers of the online activity to the supervisor and co-supervisor. The details of the advanced study program and the individual scientific research program are recorded in the INDIVIDUAL CURRICULUM compiled by the supervisor and the doctoral student and will be attached to the doctoral study contract. After completing the thesis, it will be sent to his/her doctoral supervisor and the members of the guidance committee for specialized evaluation. After receiving the committee’s approval, the thesis will be publicly defended.

 

Public defence of the Doctoral Thesis

List of documents required for the public defence

 

For the public defence of the thesis in the online system, the supervisor proposes the committee consisting of 1 president, supervisor and 3 referees. After the approval of the committee by the University Senate, each member of the committee will prepare a thesis evaluation report within 30 days from the date of receipt of the thesis. The organization of the public defence of the doctoral thesis is initiated by the Doctoral College after receiving the evaluation reports. The supervisor proposes the date of the online defence of the thesis before the committee. Public presentations of doctoral theses are made public in the section – Public defences of doctoral theses on the website of the University and GEPEA Doctoral College. The public defence session of the doctoral thesis is led by the president of the doctoral committee and is carried out as follows:

– the doctoral student presents the content of the doctoral thesis;

– the doctoral supervisor and referees present the evaluation reports;

– the chair of the doctoral committee formulates opinions;

– the thesis debate also includes questions for the doctoral student.

The public defence of the thesis is mandatory and will be recorded in the session report. Based on the public defence of the doctoral thesis and the evaluation reports, the doctoral committee will deliberate on the qualification to be awarded to the doctoral thesis. Each member of the committee grants a qualifier (Excellent, Very good, Good, Sufficient or Insufficient). Committee members vote on the decision on qualifier. If the doctoral student has met all the requirements, the doctoral committee will propose the award of the doctorate. This proposal is submitted to the Doctoral Diploma Awarding Commission of Portugal. If the grade was Insufficient, the committee will recommend the re-examination of certain content elements. The thesis will be publicly defended again before the same doctoral committee at a time set by the committee. If the qualifier is maintained, the doctoral student is expelled. The Doctorate degree is granted by order of the Portuguese Ministry/California University FCE/GEPEA’s International Reputed Degree Awarding Bodies/Zambian Ministry of Education and or other globally recognized Higher Educational Authority, and GEPEA University will issue the doctorate diploma.

 

Extension of Doctoral Studies

In exceptional cases of a doctoral student who has fulfilled the obligations of the advanced training program and the individual research program, but has not completed the doctoral thesis within 6 semesters, the doctoral supervisor may request the extension of doctoral studies by 2 or 4 academic semesters. The extension can be granted only once. The extension request is submitted to the doctoral university studies contract.

If the doctoral student fails to complete or publicly defend the doctoral thesis within the established deadline, he/she benefits from a grace period of maximum 2 years for the completion and public defence of the doctoral thesis, and exceeding this deadline will propose the expulsion of the doctoral student.

 

Special obligations for Doctoral Study fees

The GEPEA Senate and the GEPEA College Council establish the annual study fee and the fee for defence the doctoral thesis and habilitation. These fees are made public before admission and are collected by the GEPEA doctoral College. The annual doctoral study fee is paid for each semester. The fee for supporting the doctoral thesis and empowerment is paid in full before the support. A doctoral student who owes fees for both semesters of an academic year may pay the full amount due for the entire academic year by October 1.

 

Joint Doctorate Degree Programmes

Doctoral studies are organized by GEPEA University jointly through GEPEA DOCTORAL COLLEGE OF CRAIOVA- ROMANIA (GDC) under the supervision of their own doctoral supervisors. The supervisors will comply with the regulations and methodology for conducting doctoral studies. The supervisors will sign a joint doctoral contract provided with the requirements for organizing and conducting doctoral studies, financial obligations, in accordance with their role within the doctoral college and with the legislation in force, including the establishment of the rate of teaching and research activity of the supervisor.
